The reason simply is - when we own a piece of land, what really we own - really the Native americans didn't understand this either 200-300 yrs ago - yea the white man is gonna own land, next he'll own water, and next we can sell him air … LOL, when we own land, what we own is the right to keep other people out of it. I'd say test the apartment and tenement dwellers first regardless of race, if found illegal, deport them in a cage with all the other illegals. If not, treat them as best as possible. Then release when cured after giving them a notice about living in an apartment and why public transhit may have contributed to their problem.
