Holding it accountable for not enforcing all of the nothing it is designed, or capable of enforcing does nothing more than blame them for not doing a job they can not do even if they wanted to. If the WHO withheld consultation, resources, reporting or availability of care then sure, hold them accountable.
This is like cutting your pay because you didn't stop the drug dealer down the road from selling drugs, after you called the cops on them. Then saying because you didn't stop the drug dealer, but only called the cops, and let the cops see all your video footage you took, you must be that drug dealers lapdog.
Hmmm - convenient for you, but not quite. In your example Drug dealer = china, Me = Whistle blower, WHO = dispatcher and US/Trump is the Cop.
If my field is the field of lets say "drug dealing observation and compliance" and I didn't blow the whistle hard enough - Yes I deserve to have my pay cut or fired etc.
Here the drug dealer killed me and took away my whistle after I blew it a few times.
The dispatcher heard it and didn't tell Trump till well after I was dead.
Appropriate to call this collusion between drug dealer and dispatcher. They both need to be penalized, its a lot easier to penalize the one you're paying.
