Howdy...savage has been in storage for close to a year and now ready to finish rebuild.
Heard (somewhere) that if the engine has been void of oil for long periods, it can be beneficial to start refilling through the valve inspection caps to help  get better oil flow before starting.

True?

Yes, because you flood the "bathtub" the cam lobes set in . It's a good idea to use fogging oil (sprayed in the sparkplug opening )to the cylinder to lube the rings and cylinder walls as they are dry and won't see any oil until the motor actually starts , jacking and turning the rear wheel with the bike in gear will make sure the  piston rings are free and the cylinder walls get coated, and may fill the oil passages in the motor.
