First what does "In charge" mean? A mayor? Then every city without one is automatically exempt no matter how severe public unrest might be.

What is "unrest"? Specifically, Not this it's just what I want it to be versus what you want it to be. Useless measuring tool unless its defined.

Couldn't anyone just select some Democratically controlled cities since 1776 and just make the same graphic? Yes. Because there is no comparison, just cherry-picked locations.

You want people to agree based off an easily fabricated graphic, that uses strictly opinion over an unknown period of control years.

What is "major city" to you? Population, and for what years?

What is "that number of years"? How many years? 4? 20?

What is "unrest"? Specifically, what are the parameters?
