Oooooh- I got this. It's like any other mob caricature- control depends on dolling out rewards and punishments. They don't see the whistleblower as a noble civil servant, but a crony who squealed. A rat. The truth getting out is secondary. Besides, they've been working on making truth irrelevant, enlisting malcontents like Mark as agents, guys who say they want a civil war in which their side wins.

I've read several legal opinions on this and no, it is not a criminal act. First reason is that his identity has been published repeatedly by numerous public outlets. But that really isn't meaningful. The most compelling arguments I've read, one which linked the actual language of the law, is the protection afforded the "whistleblower" revolves around retaliation by superiors in the work place. Additionally, there's something about after the initial investigation has been completed. This is especially valid in this case which is entirely political in nature. The motives, history and collaborations of the"whistleblower" come into play.
