If a President has knowledge or suspects an American of committing a crime or other suspect activities in a foreign country outside of US jurisdiction, what method is in place for that information to be discussed?

If Biden cannot be "touched" because he's a candidate and such news would unfairly influence the electorate, would that likewise hold true for Trump since he too is a candidate?

It's just a huge coincidence that Trump, after being President for 2 1/2 years, is suddenly needing Biden investigated, now that he's Trump's leading opponent in the election.
He asked China to investigate Biden, and Warren too.
Interesting that the two Americans he needs investigating are his two leading competitors.
Of course, he was only joking with China, unlike the Ukraine,... like when he asked Russia to investigate,... and they did, just hours after his request.
...but that was just coincidence...
Oh yeah,.. withholding $400M in aid was just coincidence too...

Will these coincidences ever end?...
