To clarify:
Solution 3: Remove the things that can cause Mass Murder efficiently while simultaneously Punish the person/s, that used those things wrongly.
One does not need to be first however I feel that punishing illegal murder in general should take priority.

None of those things, you are intentionally disregarding the concept of Efficient Mass Murder. If someone kills 20 people from the 10th story of a hotel room with a baseball bat then yes that should be looked into.
There's a reason blunt force trauma is not a prioritized weapon of war, it is too inefficient. Hardware pipe, is not used by one person to kill 50 people in a nightclub in two minutes. An AR-15 is. Spin that how you want but I am defining specifically, efficient means of mass murder, not a guy killing three people over the course of 20 minutes with stuff he bought at a hardware store.
