There have been plenty nominees from Republican Presidents held up by Democratic senates. And also the opposite. That's just politics.
As far as a "rule" goes. The rules that the Senate operates under are whatever "rules" the members of the senate at any given time agree are the "rules".
That's why they spend so much time and energy arguing about,procedure and precedent, and "just wait and see what we're gonna do to your a*s, when we have the votes, if you guys dare do THAT!"
Whatever "THAT" happens to be.

Likely a correct assessment..There is an ample supply of hypocrisy on both sides of the aisle in that particular den of thieves, however. And tomorrow is another day.
