It should be legal. It is not my authority to make the decision for her, no different than she, or my local government, should decide if I should have a circumcision.
There are Ethics Committees in healthcare and social services that provide guidance and decision making for at-risk or abusive medical situations. I would refer decisions to a program like that.

I feel if someone thinks aborting a Down's Syndrome fetus is "bad cause" they can always support groups like National Downs Syndrome Adoption Network. This would have a higher chance of saving the fetus as many abortions will take place anyway regardless of clinic access. Saving lives over controlling them might work better.

This makes them part of the problem, and none of that saves an unborn fetus. I've seen my fair share of autopsy briefings of young pregnant mothers cutting babies out of themselves, taking pills, blunt impact trauma to their midsection etc. due to being told they must have the baby.
None of that saves lives unless you create boarding houses where pregnant females are under constant suicide prevention protocol.
