Take a look at pictures of the Harley K models, or the early panhead and knucklehead for ideas. They used a horseshoe shaped oil tank centered below the seat. If you were to duplicate that I think it will do what you are wanting. That also allows you to hide the ignition switch by placing it where the oil filler cap would be on the tank.

I often thought about this myself , I would use PVC. A length cut to size ,with two end caps and an other length cut to fit between the end caps when attached would be the basic parts. the first piece would have a slot cut in it just short of the entire length  and toward the motor,  wide enough to allow access to the components . the second piece would have about 2/3 of the diameter cut away , and cut to a length to fit between the end caps allowing it to be rotated (like a roll top desk?) to both cover  or expose the slot. A shelf of open metal mesh (or other material ) could be used to mount components ,and small holes drilled in the side away from the motor in the area not covered,  both top and bottom to allow air in and out if the rectifier is inside ( and would allow grounding) . the stock ignition switch could be mounted in one of the end caps. PVC is light  weight, strong, and with a light sanding could be painted the color of choise. Wires running in and out could be run inside PVC pipe which could be bent (formed) by using a heat gun, and glued into the tank.

The Chinese must believe that the engine needs very little air! Huh

Like humans in China who wear face masks to reduce the impact of smog, their Savages may need to restrict their intakes as well.

But, even though those are 400s, they seem severely restricted.

2 Hubs caps with sheet metal in between?
Air filters covers?
HVAC ducting?

They also sell locking caps to make tool boxes from pvc piping.

Neither  one of those bikes are 400''s  they're 650's ,but they may be running the smaller jets like some of the euro bikes (135 mains).

I stand corrected. The green one is indeed a 650. Only the gold one is a 400. Good call Batman. I suspect I saw the absence of a compression release on one and assumed that for both.
Their respective builds below. Pics take a bit to load.

Well now I stand corrected! It's one of each. I guess that makes us both half right Grin
