Poor training leads to terrible cops.

victim was placed under arrest, but not charged with any crime and released from custody.

IOW, he was guilty of not giving up his rights to NOT be jacked with.
Assault, wrongful arrest, bad choices made. I'd like to know what the five minutes prior looked like.
Sometimes frustrated people say or do things they regret.

Seen from abroad, police brutality seems quite common "over there". Then again, we of course do not hear about the presumably majority of police work that is good. Still, the lack of repercussions towards brutal police is IMO worse than that it happens from time to time.

I hear that defense of cops, only a few are bad, but I think the others Know who they are. So, if they don't control/police their own ranks, just how good are they? Just Not caving in skulls isn't good enough. Why don't we see hotheads fired before they make the news?

If I would hazard a guess it's because they protect their own. Which is especially unfortunate when it's from the law enforcement, but equally (un)fortunate human behaviour.

If someone close in your family does something criminal, will you protect the person or be the first to call the police? If you suspect a brilliant co-worker that you consider a good friend is beating his wife, will you confront him and/or report him to the police?

They are charged with upholding the law.
Allowing the criminal element to go unchallenged in the ranks is wrong and I believe

Not brilliant, not super wonderful, just
Coworkers
Know who is dangerous.
Maybe you can ignore that, but I don't think I could.
