Have you put a volt meter to the battery yet? If you haven't, you should. clicking usually indicates a problem with the battery because you got enough to pull in the decomp and as soon as the starter relay kicks in the battery goes low and releases the decomp. as soon as the starter releases you got voltage again and the cycle repeats.
could be the bat, could be a short, could be the starter.
and if the stator cover has been off, someone coulda put the washers back in the wrong spot and that will lock up the starter.
Next, pull the clutch safety connector. one of those leads will read 12v when you push the starter button. Next check you're getting 12v at the relay.
