If you have Lancer's jet set , and your very close to sea level , it may require you to use larger jets ,you may have to use the 55 pilot (and maybe just two washers for the spacer mod, if you're now using three) and readjust the mix screw ,you may have to also run a larger main jet(152.5/155) . I would just make one change at a time so that it if it doesn't improve performance you'll know to reverse it and try something else.The motor  picking up speed at idle is the fuel mix going lean, I'd start with the larger pilot(and adjusting the mix screw) , then look at the spacer ,then the larger main in that order.
