Removing rear fender rail?

hello, I have a 1994 Suzuki intruder that I’m working on customizing. I’m stuck tho Trying to remove the real fender rails. All bolts are removed, as are lights and fender. And these things won’t budge. Is there a trick to get them off, am I just missing something obvious, or do they require being cut off? Any help is greatly apperciated!

If you have a savage you has a short bolt on the inside of the fender too
