Hard to say. Until we know what the moral compass of the ruler is and what Exactly he's Calling corruption, we don't know if we are seeing the end of collusion that has been fomenting problems in the M.E. or if someone is just solidifying personal power. The Corruption COULD have been Resisting evil.
When someone has the power to arrest such high level people, they can call telling the truth a crime.
