But no matter which method you end up using removing the belt will clear a better path to the screw.

All I had was a cheepo L-shaped Allen key wrench, so I went to the store and bought a Craftsman 6 Pc. Mid-Length Metric Ball Hex Bit Set, used some PB blaster --> Success! Thanks for the recommendations. I will buy an impact wrench. And whoever guessed 4mm - you win a prize.

I recognized the bolt from my 2005. And I knew it wasn't the bolt that belonged under the cover.
