So I noticed how sluggish the bike was when the throttle was just barely open when driving through a parking garage. It happens in all gears but is much more noticeable in first. Is this normal for this bike, I twist the throttle just a touch and it feels like a Jake brake on a truck.

Have you done the "white spacer mod" to the carb yet?
With stock jetting, the bike runs pretty lean, and several bikes that I rode when looking for a used bike to buy had that "lean surge" at light throttle settings.
You most likely need to rejet the carb....and you might as well clean it while you are in the process just to be sure you don't have a dirty carb problem.
We need to know what elevation you ride at......before we recommend jet sizes.

No I haven't done the white spacer mod yet. I ride at around 1000 ft. The bike has just over 500 miles I doubt it's a dirty carb problem. I have a hi flow air filter in and drilled some holes in the stock muffler.

both of the mods you did make the bike run leaner,it's breathing in and out better ,you need more fuel.You need to do the white spacer mod, and for your elevation I'd try 150 main jet(as a start -I'm not sure how drilling the muffler will affect tuning) ,don't forget to tune your idle mix screw .

I did the idle mixture screw already. I gotta get a jet set and I've never messed with carbs before and I'm using the bike to commute so I can't have it down for a long time.

That it does and I'm actually a state corrections officer but I don't work there. Also my address shouldn't be muncy but it is I'm actually 30 minutes north of the prison up in the mountains.

If you read up on the mods and get the tools and parts together ,you should be able to do the job in 2to3 hours max.
