 Resolved the issue by re-routing the cable.  It had been pulled under what I assume is some sort of fork-lock key hole.  I was able to snap it over the lock and zip-tie it against another cable and it seems to have gone away.

 Now if I can just get rid of the belt squeal I might actually ride the thing somewhere.

A tight belt can squeal. You should be able to twist the belt 90 degrees with two fingers with light to moderate pressure. If you can't, it is too tight.

Comedy my friend Comedy , Welcome to the best motorcycle forum there is.
Check the tech section "belt squeal"  I'm sure it's a easy fix. Probably belt alignment. Pulling itself to one side or the other.

Belt squeal can be permanently eliminated with a chain conversion Smiley

Check the alignment of your rear tire. The rear pulley must be in-line with the front.

 Yeah Im not sure its the belt, seems like after 3rd gear its much louder and will make noise even when throttle isn't applied.  I had another thread on the issue but at the time it wasn't screaming when coasting with the clutch in.

 I need to take a video maybe.

So easy to prove.
Gulf canning wax is available at grocery stores, with canning supplies. Rub some on the belt. Squeak stops, f ound it..

So after removing the carb and rejetting I seem to have the same problem. I've taken the tank off a couple times to see if there was anything amiss, but I haven't noticed anything with the routing. Anything that you guys see?

 Mine had dropped under the fork lock but it doesn't look like yours did.

 It looks like the cable may be able to move a bit up front.  Is it draping over the fork lock if you turn right then having tension as you turn left again?

 Not sure what else causes this, besides a crimp in the line.

the shortest distance between two points is a straight line. I can't tell from the picture is the cable running over the stud for the right side front tank mount? If that's what I'm seeing I'd move it so it runs under the mount.
