Intermittent no start

I have a 2001 Savage I picked up a couple months ago and I have been reading a lot of discussions and learning about this great little bike but haven't come across this situation. The bike fired right up when I got it but haven't had much chance to ride it do to what seems to be endless rain...

I have replaced the spark plug and the petcock has been replaced with non vacuum.

The battery stays on a tender and will sometimes start right up but it seems like more often now it cranks a couple times then acts like battery has been run down. I just checked the battery and it had about 13v prior to starting and still about 12v after tiring to start but it was acting as if the battery was run down after a couple cranks (starter just clicks).

Would this be caused by the decomp solenoid problem?

You should check the battery voltage as it's cranking over, if it drops below 10 volts you won't get any spark , and if so you need a new battery.If you don't charge it for a few days does the battery voltage keep dropping? that would be another sign the battery is on it's way out unless it stays at 12+ a few days.

The voltage drops below 8 volts while cranking. Guess it's time for a new battery. Thank you.
