Tranmission or clutch issue

So I've finally managed to get my motor mounted on the frame, and everything is starting to come together. However i cant get the bike to drop into first. No matter how i line up the linkage the bike will not drop into first. Any ideas on what could be going on?

Rock the countershaft back and forth while trying to engage the gear.

You need to rotate the drive pulley a little to get the shift dogs to align.
Apply a little pressure to the shifter, rotate the pulley till it drops in.
