I have had the stator cover off, it was leaking so I replaced the gasket and to be honest it hasn't ran since. I just took the starter motor off and it turned outside of the engine, but my motor is not looked .So does this mean my starter is bad?

Ok so I did what verslagan said and the starter motor sounded like it gave a hard jerk but would turn after I did that. all I could hear was the decomp controller solenoid clicking

I believe when the stator cover was off I messed up on the location of this washer.

Would that cause the starter to not turn within the motor?

I'd probably jump straight to the starter. Get cables, ground somewhere and clip on the hot wire on the starter.
If it's not stabilized, it could roll.
Be in neutral, car not running.

I am now just waiting for gaskets to come in so I can drain the oil and fix it.

you might be able to save the gasket if you're careful.
and you can save the oil if you want.
tip the bike over and rest it on a jackstand by the seat.
then you can remove the cover w/out dumping the oil.
makes it easy to remove the side stand too.

when it comes to popping the cover, just move it out about an 1/8".
then look around the gasket for where it may have gone from sticking to case to cover.
in those areas you got to pop it loose.
I use a pick or a little screwdriver, sometimes a knife.  whatever works.

If it hasn't been on for very long, should come right off.
