Start out by closing the screw. Count the turns in. Seat it gently,
You'll need to drop the idle speed to be able to catch the engine respond to the adjustment.
Ride and warm it up. I did the adjustment at stop lights.

Check all the vacuum hose at carb , tank , charcoal canister for being loose or cracking. Also check rubber intake manifold between head & carb. Start engine spray some carb cleaner around it and along the hoses , you will hear the change in idle when you find a leak , do it outdoors and try not to spray it on painted areas , just on hoses & manifold

It seems a shame that Afan has been a member for nearly 4 years and hasn't even attemped to adjust the air screw,or mod the carb for his elevation, and just wants it running good so he can sell it !

It's true.
In my defense, if I may, this is my first bike, no bike-knowledge before. I learned a lot. But less than year after I bought it I got a 60 mile commuting job and I bought a bigger bike so I can take an Interstate to get to my office. Also, after three 200+ miles trips with S40 around Iowa I found that my tail bone is not in good relationship with the seat. But it was fixable I think. I bought tank bag and sissy bar bags... I was getting ready for longer trips. But, as I said, I bought other bike...
I'm sorry if I hurt anybody's feelings...  Embarrassed

And I'm very thankful for all your help, I really appreciate it.

Yep that is the screw you need to adjust. FFIW, I recently rejetted a larger pilot for a new muffler, BUT before I did that simply adjusting that air/fuel mix completely eliminated the surging problems. While the S40 is jetted lean, you do not need to rejet to eliminate the surging, just setting the air/fuel screw correctly will fix your current problem.

It looks like it doesn't work well. My air/fuel screw was on 2 1/4 turns. I turned up to 4 turns (from the full closed position) and the difference was really tiny (maybe it was my brain?!?!). I was turning in 1/4 turns and was waiting for 15-20 sec to see/hear any difference.
I turned back one turn so it's now 3 or 3 1/4 turns. I did just short test ride around the block because it was rain but didn't feel big difference. It was better, sure. But not sooo better as when I pull the choke. Sad

IN most cases , going beyond 3 turns out does nothing. All the adjustment is in the first 3 turns. However when you adjusting it make sure engine is at full operating temperature and choke is off. Did you check for vacuum leaks ?

I believe his surging is do to the needing the white spacer mod and maybe a larger idle jet being his elevation is a bit less than 800ft.

Done. This is what I found. Only one spot when sprayed caused the change in idle.

Afan that appears to be the outboard end of the throttle shaft ,I' d remove that c clip and see if there isn't a seal under it ,like an O ring,that you can replace as the air is being suck in and leaning out the fuel mix.I admit I've never had mine out so I don't know what you'll find.oops! just looked in the clymers book, clip ,washer,seal.

Let it sniff a few drops of transmission fluid.
If that doesn't help, either fix it right or try a seal leak stopper.

If the seal is bad try  an O ring,maybe a little vasoline for lube.
