If it runs steady at higher RPM it is running right with less vacuum.

Doesn't this sound like a surging issue? If so prolly solved with a little adjustment on the fuel/air mix screw.

In the lower gears the throttle opening at lower speeds may be still trying to use the idle circuit. You're just off idle. That's why I suggested the choke. Get a bit more gas in it and see how it acts.
The stock petcock will get you one day.


I just tested it. Yes, when I pull the choke to the first position it's better. When I pulled the choke all the way it was ok. Hardly to feel any jerking motion.
But the bike was "roaring"  Grin In one moment, while in 2nd gear and riding through the resident area, I accidentally let go of the throttle, took of my hand, and the bike continue to go w/o any problem. Like a scooter.  Grin Grin Grin
So, I'm assuming I should do some corrections of the fuel mixture, right?

These carbs are jetted really lean from the factory. You are experiencing a lean surge. You need to rejet the carb with larger jets to flow more fuel. Pulling the choke out essentially accomplishes the same thing. That bucking is your engine complaining you're not giving it enough fuel.

Hey, me neether! But you are gonna need to do it.
I'd try it before I rejet. But, you're probably lean. That's what I was expecting the choke to show. You added a bit of fuel, and it got better.
I Suspect you're running off the pilot circuit at those speeds , but why a carb gooroo hasn't joined in, I dunno.
Look in the tech section.
Your carb may still have the brass cap over the adjustment. How to remove it is covered, too.

Yep that is the screw you need to adjust. FFIW, I recently rejetted a larger pilot for a new muffler, BUT before I did that simply adjusting that air/fuel mix completely eliminated the surging problems. While the S40 is jetted lean, you do not need to rejet to eliminate the surging, just setting the air/fuel screw correctly will fix your current problem.
