As long as your AC voltage is well above charge voltage, it shouldn't be a problem. Looks like your charging voltage is high enough to charge. I believe Clymer's says 14.5 to 15v at 5k rpm too. Check the wires from the stator where they run under the belt. There have been instances of them being cut by the belt and either being open or grounding out.
Do the checks Verslagen gave you. When my stator died, voltages all measured fine. It just didn't produce enough wattage to run and charge at the same time and the battery slowly went dead. All of my lead to lead measurements were around 2 ohms but, I measured 1.x ohms to ground on each lead. If you have a short to ground it's bringing your charging voltage down and grounding out about half the wattage as well.
If everything with the measurements checks out, you might have a regulator/rectifier problem if it's still not charging. You can check the diodes in the rectifier but the regulator part can really only be tested by swapping out with a known good one.
Good luck with it. Charging issues can be frustrating. If it's running and charging well, I wouldn't worry about it just because the voltages are a little out of spec. Anything above 12.6v (the battery is actually a 12.6v battery) will charge if you have enough wattage to supply the bike and have some left over to put into the battery.
