I have ridden at parade speeds before. It is tough on your clutch hand, it is tough on the clutch. I have seen Harley's pull out from the clutch over heating. If you are lucky, there will be down hill stretches where you can just leave it in neutral (or shut it down completely). Depending on your surroundings (who is in front, back, to the side), you might be able to get your speed up and then weave back and forth to stay at parade speed.
Unless you have done that kind of riding before, you should practice before the actual event.
