No...one hole and then file. The rounded ends of the curve are not complete circles.
The decompression shaft was round, and then then they machined two flat spots. The hole in the lever has to match that, as shown by the shaded section below. I drill one hole, then begin filing.,....if I try drilling 2 smaller holes, I always end up screwing the thing up when the drill bit intersects the edge of the first hole and the drill snags. In this thin sheet metal the Uni-bit stepped drills don't catch and deform the piece.

Just drill a hole, grab a hammer and pound on it till it fits.
Then grab your welder and make it permanent.
case closed, finito, al fin.
