Then, ride it like I stole for while, and sell it...

Nawww,.   really...  it'd prolly go 200k and never need attention...

Ten sleep, just as you would if you were setting your valves ,remove the small plug and use a socket ,rotate the same as your front wheel turns counter clock wise.     If the teeth on the shaft are only slightly worn you could try a product called bearing mount,used in placing bearing in rebuilt car motors so as not to spin them ,good stuff!  I wouldn't try welding,the pulley is torqued to about 94 ft/lbs I don't know how you could apply that much pressure to the pulley and then weld it,and if you needed to replace the o-ring and seal behind it you are in big trouble.
