IF Detroit has 10,000 empty, structurally sound houses —10,000. And lot of jobs are to be had repairing those houses.
Then, who OWNS the houses?
If they are vacant, then aren't the taxes unpaid?

If they WERE occupied, BUT become Unoccupied, WHY?
If the Economy failed and Caused the vacancies, then how will putting people in the houses make it suddenly have a functioning economy that would make paying rent possible? ...

Thinking is good, BUT,
you are thinking wrong.
This is the way to think.
You see, the houses belong to the City, so they have the right to let someone stay in them.
They need a little, repair here and their.
So the City will buy, and give, the people, that they let move in, all the tools they need to repair.
The City will also buy, and give, all the Appliances they need.
The City will buy all the Electrical wiring, and boxes, and outlets/switches.
The City will Buy all the sheetrock and ceiling tile needed.
The City will Buy all the Paint and flooring needed.
And because, the Code, has changed since those buildings were built,
all the items, will be up to Code,
and all the items their, that are not, will need to be replaced.
And the City, will be doing this Wonderful job, and make everyone Safe.
Then when all the work is done, the City will give them that apartment/house.
The City, will only need to, hire a, ‘few’, more people, to ‘oversee’, this wonderful project.
If someone has no experience in, ’repair’, the City, will hire a, 'few’, teachers to teach them.
And, the City, will need to hire a, ‘few’, more police, just to make sure, things are not ’stolen’.
So do you see now, how Wonderful the City is, to Help these people.
