I don't know if this has anything to do with sluggish, but how many of us had a loose rivet in our muffler? Are the rivets factory ,has someone been in there? I wonder what else is loose inside,baffle?rust? this bike is older ,few miles, it must have sat around a long time ,how was it stored? I think I'd be looking for a Harley muffler!

. It still has a hard time getting to 60 without feeling like its at a high rpm. This problem did was not there when I first bought the bike but it seems like it has appeared out of nowhere. Does anyone have any suggestions?

OP doesn't seem to care as much as we do.
Questions are unanswered.
Engine runs apparently high RPM. Not an indication of a plugged exhaust.
The report, carefully read, seems to indicate a slipping clutch.

Is it starving of fuel with stock petcock?

Set petcock valve to "Prime" take her out bet it will run better. If it does go buy a raptor petcock and solve your problem.

Based on the wording of the explanation of the problem I don't think he has the mechanical know-how to solve it. Maybe hauled it to a shop where some genius will change the clutch guts out and change the oil and hopefully not install the filter bakkerds.
Hopefully they will understand it's the clutch,, that is sure what it sounds like.

Sluggish with the engine running at high RPM.
