The bike is a dirt tracker.....if it was the fellow that normally rides/races this bike - the pedals may not have been anywhere near where the fellow is used to finding them....and often they will have the shifter and rear brake pedal both on the right side. And dirt trackers don't have a front brake as you just throw them sideways in the corner to scrub off speed.

It appears his right foot is on the peg....I wonder if he was pushing on the gear pedal instead of the brake pedal? In the following photo....the top pedal is the shifter, the bottom pedal is the brake.
