Is the mixture screw the one that you need to drill out the manufacturer seal?

At 7000 ft., you MAY not have to rejet. Read the carb tuning guide and play with the mixture screw. If it still doesn't run right then go up 1 jet size. If it surges while holding a steady throttle then it's too lean.

Once you get the muffler muffing you can decide what is best.

My last Harley muffler got so bad inside that the disc would actually turn sideways when hitting a bridge pavement joint etc. The first time I thought a small jet had landed behind me and was looking for right-of-way. I was cruising along quietly when I crossed a bump, and all at once I had a straight pipe. After a quarter mile or so I decided to kick my muffler and it went quiet again. It became a game, but I can tell you a straight pipe has no ooomph these bikes are known for.
