Pull the forks. Knock out the lock. Trim the lock mount flush, weld up the hole, paint the repair. Put the forks back on.

I work in a bad neighborhood, and have left the key in the ignition for hours at a time. Still have the bike, you can't give one away usually, so theft is a non-issue.
