These are known issues.
You might not have them if you use stock tires.
Even without the supports some have issues with some tires and the stock bolts.

You can do several things.
1. use button head bolts in place of the stock bolts.
2. mount the support between the fender and rail rather than inside the fender.
3. some aftermarket supports mount on the front 2 bolts from the outside.

found a pair from a different model suzuki, may need to bend to fit between rail and fender... or possibly mount on the OUTSIDE ...

Unless you have an awfully narrow rear tire the set in the bottom picture is going to rub.

How is the speedometer project coming along?

Kenny, the bottom set will definitely have to be mounted on the outside of the rail. They came off a vl800 and they mount outside along the curved passenger pillion footpegs and rail.

The speedo is on hold, Im waiting on a complete vs700 front-end to come in ... got a nice deal I couldn't pass up ...

I do have an update, the upper triple tree needs to either be cut/notched for the speedo swap or the whole triple tree needs to be swapped out for a VS tree ... OR I need to fabricate a mount extension for the speedo to reach the rear 2 bolts on the tree ... all of which take time and $$$ ... I got time, but no $$$ ...

Not sure what your bags are like, but I made my own supports because my stock ones were not conducive to my new hard mount bags.  The first image is the mock-up, the second image from the underside is the finished product. Sorry, I was in a hurry and failed to take pictures of the completed brackets before the final install.

Rode about 550 miles this weekend at the Dragon and it worked perfectly. No issues.

I got a virtually new set of the hardware and the bags off eBay for  $100 a couple of weeks ago.  
It was a nice deal.   Cool
