It's actually from a Japanese driving instruction manual from about 1920, if not earlier when some cars used muffler cut outs as a warning device. It's been published many times in the antique car world. I'm pretty sure I'm not just exploding my exhaust box when I say this.

I thought I read some of those quotes as being from a Chinese driving guide for tourists.  I also believe the WD40 thing is a made up/photoshop spoof - they are still funny however.

I agree with Dave. The WD40 ad can't be real. Some of the wording just wouldn't fly in advertising in 1964.

Most of that wording would actually not have been a problem in 1964, though it probably is a photoshop it'd be a BIG problem now, however
today's people are far more willing to take offence
