No. It just doubles the thickness. Extends from the rolled edge up about an inch and a half or so.

See the hole in the center of the plate? It is the guide hole for a front mudflap. The fender is designed to use a Harley Sportster mudflap circa 57-62. Look in J&P Cycle's vintage catalog. Any narrow flap will work fine, but rubber will outlast leather.
