I don't think they are very effective. They're too regular. They go on, off, on, off, etc. Drivers don't see things that are regular. If they could somehow be made to pulse at different intervals then MAYBE it would be helpful. That's really the only way to get their attention.
On a side note, the other night I was riding by a church with my high beam on. A car stopped at the end of the church driveway waiting to pull out. I turned my high beam down to low so I wouldn't blind the driver. I was close enough to the car that there was no way she couldn't have seen me. You know where this is going! Yes, she pulled out in front of me. I don't think a modulating headlight would've helped in that situation.
Not clicking your high beam to low might have, as many drivers interpret ANY change of beam intensity as 'go ahead'
