Do I need a new Relay? Decomp Unit/Control Unit

So my '87 was out of circulation for a few months until i finally got around to fix it, I replaced the stator and battery, so far so good... When I pressed the "Start" button, I only heard a click coming from underneath the gas tank. I removed the tank and when i hold the relay in my hand i can feel it clicking when I try to start the bike. Do I need a new relay? Is there some way to test it? Is there something else I need to check before I buy a new one? Thanks in advance.
EDIT: It looks like a relay to me, but i went online and found it's called Decomp Unit or Control Unit, so that's the one I mean. Black squared thingy with six male connectors

So you push the start button and you get a single click.
starter button - good
decomp controller - good
decomp solenoid - good
what you are not getting is the second click that comes from the starter relay.
potential causes - bad decomp controller, bad starter relay, connector loose or a bad battery.
usually a bad battery will make the relays chatter, but sometimes nothing.
next, remove the seat. underneath is a connector with 3 wires. make sure it's plugged in all the way.
still only 1 click? check to see if you have a stuck relay, while pushing the starter button take a plastic handle of a screwdriver and rap the fender right under the ig switch.
still nothing? ok find that 3 wire connector, when you push the button, after a short delay 1 of the wires will go towards 12 v.
black with a white stripe is ground, might be a yellow wire with a black stripe.
if you got 12 v, then it might be a bad starter relay.

Could also be a bad starter motor or stuck brushes. The starter motor is very easy to remove 2 screws and pull it towards you lift it up and out.
Test the motor by grounding it and hit the start button. Motor should kick on. Also check to see if you have close to 12 volts at the motor when you press the start button.

Put it in neutral and hit the starter motor with some jumper cables.. see if that dudes working.
A decent battery charger will at least make it hop ..

Thanks for your replies guys.
I pulled out the starter and tested directly: Starter works fine.
I also tried jumping the solenoid: Engine starts.
I found a diagram somewhere and found that one of the wires coming from the Decomp unit goes through a fuse... Which was blown. I replaced the fuse and she fired right up.

Now you need to figure out what blew that fuse. It's likely to happen again.
