No, in the UK the FU gesture has the palm facing inward towards the person gesturing.

I was wrong when I said that. It was parked neatly on the pavement so as not to narrow the street whilst the Press photographs were alerted.

A 'zone' means an 'area', like 'war-zone' for instance.
Do you need a permit to have a war in a particular zone?    Must be a USA thing  

The car was a set up by the police for the media (as previously said).

I was suspicious that this 'protester' was quite formally dressed, was alone in the photo, body language seemed wrong, didn't seem to have much adrenaline, etc. Just looked like a posed photo....

Then I checked the address of the street in Google/G Earth, then 'Google imaged' the original photo, and lo! and behold!

Reply number 13 says enough, I needn't repeat it.
