Shh sound from drum

I get a loud shh sound from my drum brake when I ride in the rain and for a little while after it rains it continues to make that sound. I does this when the brake is not applied. When the brake is applied the sound stops. The interesting thing is that If I don't get in the rain, but go out after it rains and ride around on the wet streets it doesn't do that. It's only if the bike itself has been in rain. What's up with that? I've owned quite a few bikes with a rear drum and never had this occur.

Are you sure that is not the sound of a wet belt Drive?

I can't be certain of that. This is my first belt driven bike so I don't have any experience with the sound of a wet belt drive. I was assuming it wasn't the belt because when I ride on wet streets, puddles and all, I don't get the sound. I also considered the fact that when I apply the rear brake the noise stops. Having no other experience with belts I just went with what seemed logical. Do you think it's just the noise from the wet belt? Is that typical?

I don't know....I don't hear all that well anymore. I don't hear most squeaks, crickets or tree frogs.
