Are my original sized innertubes the right size for shinko 712's and if not which size is best? The innertubes are 15 years old with 4800 miles on tthem. Should i replace them?

Replace...
...and get one for the rear with a 90' bend valve stem, installed brakeside. (easy air checks)...
Once a tube has been inflated for a period of time,.. it loses elasticity...
It doesn't deflate back to it's original size...
This makes it much more likely to seat badly in a new tire...
I reused them as a kid, in dirt bikes,... but, in a street bike, that may take you 100's of miles in a day,... I wouldn't trust an old stretched out tube in a new tire...

15 yo tube? Probably still rubber instead of PVC. Save it. It might be okay, put a new tube in, toss the old one in a
No direct sunlight
Spot.
Check it out, have it around. As noted, may not be able to reinstall, but if it's real rubber, DTM..

I might use a 15 year old tube in a dirt bike.....or vintage bike restoration for a "display" bike - but not for riding out on the highway, with cars and trucks....and on asphalt....and to places where it is a long walk home.
I would recommend you buy a new tube.
