Does anyone know if there is supposed to be a spring on the rear brake cable at the rear wheel that maintains tension on the brake lever?
it's it a 1987, if that makes any differance.

I have seen some bikes that look like they have a spring, and some that don't.

The issue that I'm having is.
When I press the rear pedal, the rear brake grabs fine, but as you release pressure on the pedal, you get a twang, that sounds like the shoes are snapping back in to place.

I do have new shoes coming, in the mean time I cleaned the hub assembly of all the brake dust and have lubed the pivot points.

Thoughts/Recommendations?

There is a spring on the arm at the backing plate - it has a tang that goes into a hole in the backing plate and the other end goes on the brake arm.

When you get your "new shoes", take the brake arm off and remove the shaft from the backing plate.  Clean the shaft and hole and put a small amount of grease on the shaft before you put it back together.

Good point about cleaning & greasing the shaft...Will do.

i know about the return spring that is on the brake arm, just wondering if there was one the goes around the cable & presses against the none adjustment side of the brake arm..

If the front pedal (footpeg bracket) was ever removed - it is easy to get the spring wrong when you put it back together.  The spring needs to clip around something when you put it back together. (I forget what as my bike has not had the stock pegs for 3 years).

yeah I found that one out last weekend, when i pulled to brake pedal assym off, I got that spring back in position.
I'm thinking like you mentioned that the shaft on the brake hub needs some attention, and that's what is causing the snapping sound...

Embarrassed that I over looked that one..... Undecided
