It can be normal if the bike is in the sun or someplace that would allow the fuel in the float bowl to evaporate faster than normal.... Normally it takes a week or two for that to happen.  The PRIME position allows fuel to flow into the float bowl to refill it.

Do you see that the fuel is dripping out the bottom of the carb when it is parked.

And if you do get a Raptor Petcock...make sure you get the official YAMAHA part #5LP-24500-01-00.....not a cheap Chinese copy from eBay.  If the listing doesn't show the part number on the white box from Yamaha..find one that does:

think it's time for raptorcock.

might be a bad vac line, or a hard diaphragm, or both.
as you pull up, the low vac might be restricting the flow.
and the carb is sucked dry before you shut off.

I hope you are not opening the throttle when you start it. According to the handbook, the throttle should be closed and full choke used for cold starts.

Good Point.    The throttle enrichment functions only when the throttle butterfly is closed.....if you crack the throttle open the vacuum at the enrichment port is minimized and stops the fuel flow through the enrichment valve.

Think its your petc0ck go here:
http://suzukisavage.com/cgi-bin/YaBB.pl?num=1251932429

follow the post and do everything it says to do to fully test it.....

Other questions are going to be:
Did you drain and refill with fresh gas?
Did you remove your oil fill cap and smell? (if it smells like gas, drain and refill your oil)
Did you drain your fuel bowl?
Is there gas in your air filter housing? or does your air filter smell like gas?
Have you drained the hose under the kickstand area to see if anything comes out?
Just saying..... there are questions folks are going to ask to try to narrow down what is going on... don't get frustrated.... we are old and try hard to remember Smiley
Like Dave says..... get the correct Yamaha raptor 660 petc0ck.
and after you install it... when ever you are done riding.... turn it to the OFF position! LOL.... if you don't and have a weak float needle valve... you will still get gas in your oil. Sad
