It seems if I try and hold a steady throttle, the bike wants to move up, or down....
It is not a miss as far as I can tell, I am thinking it is just a quirk of the torqiness (is that a word?) of this motor....
it responds readily to throttle, and I have the raptor, so I am guessing that is all it is....what do you think. Anybody else know of what I am talking about?

I had the surging that your talking about after i put a cone filter on my bike and the pilot jet was a 52, it went away as soon as i changed to a 55 pilot

Surging is usually a symptom of the carb being too lean at the throttle position where the surging occurs.

Seems to me it has always done this a little bit from day one with zero miles, not sure as I was use to the pretty mundane power on the 250 rebel.
It did sit for a few weeks not ridden while the weather was bad. It has 14000 on it now and the carb is a virgin, haven't touched her.
Gas out here on the island can seem a little iffy too, not as much turn over of the fuel holding tanks like the mainland. I know it gummed the poop outta my lawnmower and generator, had to clean those carbs.
Maybe i will do some deeper maintence on her soon....

My bike when I first got it had that surge at very light throttle settings. When you accelerated at a moderate pace or quickly it would run great - but when you tried to accelerate at lower throttle settings it surged.
I changed to #50 pilot, #150 main and I replaced the white spacer with the 3 washers as suggested. I still has the surge and tried several different jet combinations - but taking out one additional washer to raise the slide needle is what cured the surge for me. The reason is that raising the needle makes the mid range mixture richer....while changing the pilot alone makes the low end richer and changing the main jet makes the high end richer.

If you think it's worse than before I'd dose it with Seafoam a few times.
Sure enough get fresh gas in it if you have a doubt about it.

A couple years back I installed an oxygen sensor to help me get the jetting correct on my bike. It really helped me to understand how the mixture adjustments work and which jet affects the mixture at different throttle settings.
Correctly jetting the carb is a fairly long process - but I do believe that with a stock bike, stock air cleaner and relatively stock exhaust system you can get within a jet or two using the jets that I ended up with. (Cone filter and open exhaust guys are on your own).
I would start with a #50 pilot, #150 main and three #4 washers in place of the white spacer. Then adjust the idle fuel mixture using the method shown in the following video. If you still have the off idle surge - then take out one washer from under the slide needle. I don't want to suggest that you should only have 2 washers - as a lot of folks have success with 3 washers....and the economy of the engine is greatly affected by where the slide needle is located. If you have the needle too high your mixture will be rich and the economy will suffer as a result.

Paid a little more attention to the bike this morning riding to and from work.
Odd as it seems, it only does it when I am going downhill. Not on level ground or pulling a grade. Not sure how that plays into it.
It is almost like I am lugging it, however, I know I am not..... I think
It rides well, it is not so much of a surge that it is unsafe, just a quirky thing.... on my short rides anyway.

plus one on that...My bike surged the first week I brought it home from the bike shop upon purchase. The white spacer mod literally got rid of it. My bike only seemed to noticeably surge while riding in town in gears two and three. The surging was incredibly annoying and I dreaded hitting any towns on my rides.
