He used the mass media to launch it, unbeknownst to them that they were just a tool to be used.
It appears he was forced prematurely, however, to execute the order.
The timing was to be after they sat a stooge in the Oval office, weakening much of the power the intelligence community enjoyed. Indoctrinating many sheep to PC thinking, and dependence upon the government for all its needs.
And then to bring in a "hawk" to right the ill begotten mess the stooge sank the nation into, but still accessing the PC mumbo jumbo as a tool to leverage the press, and conservative folk, and entrap the feeble rationale of the useful fools into electing Hillary to office....
