Clutch push rod no movement

I just put a new cam chain and tensioner in my '96 savage. Obviously I had to take off the clutch pack to get to the drive gear.  After putting it all back together I'm checking everything out before putting cover on.  I cannot push the rod in at all. No movement.  Shouldn't that rod depress the springs and separate the pressure plates?  It almost seems like the bolts aren't long enough.  I had to put it off because of work, but I'm pretty sure those are the right bolts.  They were the only 4 sitting just below the clutch.  Can anyone help?

you aren't going to just push that in with your thumb.
maybe both hands and something hard.

You Mite just push the bike over before you push that rod in,, If you could just push it in the clutch wouldnt have enough crushing pressure to not slip. In fact, that little "paddle" thing that pushes it in Has been known to break,,
