I may not be a mechanic, but I do know pulling wire. Attached a 3' long 1/16" cord to the broken cable, pulled the cable down from the handlebar to the engine end, remove old cable and attach the cord to the new cable and pulled the cord back up to the handlebar -- no need to remove tank or anything.
