Pretty normal. At best, the filter screen is just press and pray fit. They all eventually fail unless you have an old time soldered brass version.

Looks like the filter just pulls off for easy cleaning. It should not affect the proper main tank fuel flow at all, as the fuel goes in thru the top of the brass tube. If it was cracked at the bottom, that would be a problem (i.e., no reserve). Push it back on and install.

Mine came that way too. Just slide it on the tube and install.
