New Cam Chain - Tensioner 14mm Out

After installing a new cam chain, the cam chain tensioner went from 21mm to 14mm extended.  Seems like the tensioner is still out quite a ways.  Advice?

If you put a new rear guide (tensioner) it'll go to about 9mm.

yeah... it sucks don't it.
