Looks normal. Road dust and some minor cracking. Nothing to worry about. If you see a hole or frayed inner cords, then consider getting another belt.

I've had several pieces of limestone forced through my belt when they got between the belt and pulley.  

I kind of freaked out when I found the first one - about 5 years and 15,000 miles ago.  

Belt's pretty tough!
