very wet here in FL so I just push on through as long as I don't get cold..

on loooong rides I will stop under an overpass and walk around a little while wishing the rain away, maybe even shut my eyes for a spell if time allows..

rain-gear is nice too if not too hot, and as you mentioned a small windshield helps a great deal... no one answer is correct I'm afraid
